I beg to express my thanks for your note of 21st instant also for the enclosures sent me by the Colonial Secretary.

The position at present is, that we sent our letter of 11th June to Woo Tang Sam who conveyed it to the Self Government Society. A meeting was convened by the latter and our letter discussed. It was decided then that we were to be asked to make the first move by writing to the British Consul General in Canton asking him to use his influence with the Portuguese Consul General to agree to a retrial of Noronha, the Portuguese watchman, This we did, and I beg to enclose copy of our letter to the British Consul General, also copy of his reply. I believe that since then the Self Government Society has approached the Portuguese Consul General direct asking him to withdraw certain statements he made against the Self Government Society in his despatch or despatches to the Viceroy. The result of this request has not yet developed, but as far as we are concerned the Self Government Society have decided that the settlement we had agreed to cannot now be met until after they have settled

The boycott their differences with the Portuguese Consul.
